From August – September 2010, LGDK has assisted the Ministry of Interior in Cambodia with a review of new guidelines for inter-commune cooperation (ICC).
Since 2006, UNDP and the EC have successfully funded ICC projects throughout Cambodia. A set of ICC guidelines have also been developed. When the UNDP/EC funding is phased out in 2011, the Royal Government of Cambodia intends to make ICC projects eligible for funding through the commune block grant system. The intention of the ICC guidelines review was to outline how they can be integrated with the regular guidelines for commune grants. Mainstreaming ICC provide Cambodian communes with an additional modality for project implementation, when larger, more complex service and infrastructure projects are planned for.
