LGDK is the employers' association of the municipalities and the negotiation party in relation to the trade unions of the local officials.
All the member municipalities have assigned LGDK the right to negotiate and with binding effect enter into agreements on salary and employment terms for the employees in the municipalities.
The municipality is normally the largest single employer in the local community. As employers, the municipalities have more than 100 different staff groups – from sports centre managers to home helpers. Overall, the 98 municipalities have about 518,000 employees corresponding to approx. 431,000 FTEs (full-time equivalent). This makes LGDK one of the largest employers' associations in Denmark.
LGDK cooperates closely with the municipalities so that their wishes and needs regarding wage and employment terms can be taken into account during negotiations. In addition, LGDK provides the municipalities with service on salary and personnel issues such as information, guidance, courses and consultancy.
LGDK's overall policy regarding collective agreements is to aim for a simplification of the collective agreements and other agreements. Furthermore, LGDK is seeking to ensure increased decentralisation of wage formation to make it an active tool that can be used to create attractive workplaces.
LGDK is also involved in other personnel policy aspects. Management is a crucial element when it comes to creating improved quality and making the municipalities attractive workplaces. For this reason LGDK's consulting business focuses on strategic management, personnel management and value-oriented management.
One of the most important challenges for the municipalities in the years to come is to be able to recruit sufficiently qualified manpower, and an active personnel policy is therefore crucial.
