In the municipality of Middelfart, the plan is to carry out renovation of 80-90% of the municipality's own buildings to make improvements and to increase energy efficiency.
Project description
After a systematic review of all the municipality's buildings, the goal is to define and complete energy-saving measures for each building. The municipality has offered the renovation project to an Energy Saving Company (ESCO) which guarantees savings so that the project bears no financial risk. The investments will be financed by the savings and ESCO will supply consulting services, the construction contract, energy-savings, financing and in some cases savings on operations and maintenance.
The municipality of Middelfart wants to make building improvements and increase energy efficiency in 80-90% of the municipality's own buildings.
Process
At the beginning of 2007, the municipality of Middelfart started considering how to obtain energy-savings in the municipality's buildings. The municipality put the project out to tender and ESCO won the contract with an offer including an analysis of possible energy-savings, a guarantee for the extent of the energy-savings, a construction contract, subsequent follow-up and verification of the savings as well as financing. The analysis will be followed by the physical measures and savings on operations will then be realized over a longer period. Upon expiry of the contract, the owner will receive the entire savings. It will be agreed upon in advance how the savings should be distributed if they exceed the calculated result.
The Planning and Construction Department of the municipality is responsible for the project.
Financing
The project will be financed through reduced energy, operational and maintenance costs.
Status and results
The analysis phase started on 1 January 2008. In the starting phase there will be no financial savings except reduction of CO2 and other environmental benefits, including increased energy efficiency in the buildings. With new installations and control tools the indoor climate in the institutions may be improved and it will be easier to monitor the development of energy consumption in the institutions. Financial savings will come later.
Approx. 21% of the consumption of electricity, heating and water can be saved. Environmental benefits are expected in approx. six months.
