The Climate-adapted Local Plan

In July 2009, the municipality of Hedensted presented a proposal for a climate-adapted local plan. The plan is based on the municipality of Hedensted's strategy on climate adaptation.

The climate-adapted local plan is a continuation of the municipality's strategy on climate adaptation. The goal is:

  • To develop the municipality so that the effects of the climate change are fully integrated and form the basis for development
  • To avoid development of towns and villages in areas that may become unsuitable for habitation during this century or where it will require a special effort and perhaps large costs to maintain the area as an urban area
  • To identify exposed geographical and thematic areas that require special planning and/or concrete action in the coming years
  • To integrate the local effort aimed at sound ecology in streams, lakes and the sea with the efforts to handle increased rainfall and the raising sea level that are expected to be the two most urgent effects of the climate change.
  • To develop new ways to integrate water in cities so that water, instead of presenting a problem, becomes an unused resource resulting in more exciting towns and new opportunities for the residents

Process

  1. Adopt a local strategy for adaptation to a changed climate
  2. Conduct geographically extensive analyses of the climate impact in a local context
  3. Prepare a local plan based on analyses of the climate effects

Financing
The project is financed by the municipality of Hedensted and PLAN09. PLAN09 is a partnership between the Ministry of the Environment and Realdania, a private foundation.

Status/result 
The goals have been achieved as follows:

  • All the new town and village areas have been localised to avoid flooding in this century according to IPCC's scenario A1
  • We have identified four areas in the municipality of Hedensted where detailed planning and projects with concrete actions are required. Similar activities are ongoing to identify individual elements
  • We have established an overview of the areas that will be flooded in future, including an overview of the amount of water that our streams in future should be able to hold. The variation in the amount of water is the basis for adaption of natural streams enabling them to absorb both small and large amounts of water while creating and maintaining sound ecology in the streams

We have developed ideas to use water creatively in urban innovation and in the new urban area.
