When Vallensbæk in December 2008 entered into an agreement with Dansk Energi Management A/S on energy renovation of buildings owned by the municipality, the road was paved for a 31% reduction of the municipal energy consumption.
The cooperation, which is called ESCO (Energy Service Companies), implies that the municipality assigns the responsibility for both the analysis of the savings potential, preparation of energy labels, completion of energy renovations and follow-up on energy savings to Dansk Energy Management A/S and partners. The ESCO model is widely used in our neighbour countries, but in Denmark the municipality of Vallensbæk was one of the first to make use of the possibility.
In the first half of 2009, 48 public buildings in Vallensbæk were subjected to an energy inspection that will lead to a targeted investment in renovation and control of ventilation, heating and lighting in the buildings. The renovation is financed by the energy-savings obtained which means that the larger the savings the more renovation projects will be initiated.
Dansk Energi Management A/S expects a total reduction of energy consumption of 31% and has promised to pay a penalty of DKK 5 million if this saving is not obtained.
Process – how to get started?
In order to get started on an ESCO project, a feasibility study on selected properties is required to get an indication of the potential energy-saving.
If the result of the feasibility study is promising, you proceed to preparation of an actual ESCO tender. In this connection the EU threshold value for construction work should be observed. If it is exceeded, an EU tender has to be prepared – if not, a tender should be prepared pursuant to the Public Tender Act.

Status and result
Ongoing. The first phase – registration of the buildings – has been completed.
