Climate Planning in the Municipality of Guldborgsund

The Climate Plan is the Municipality of Guldborgsund's tool to make the climate work holistic. The Climate Plan ensures prioritization of the effort to reduce the greenhouse gas, and thereby it secures a reduction in the most cost-effective way. The Climate Plan covers all types of greenhouse gas emissions in the geographical area of the municipality of Guldborgsund.

Project description
In these years global changes and its consequences have been observed. The temperatures are rising and the ice is melting which means permanent rise in the water level. Furthermore, powerful hurricanes and heavy rain appear more often and desserts are developing.  

As a result of the European Union's climate-energy package, the member countries are obligated to cut their greenhouse gas emission by 20% in relation to the 2005 level. The EU target for use of renewable energy means that 30% of the Danish energy consumption shall be covered by renewable sources.  

These aims create the overall framework for the Danish Government's and for the Danish Municipalities' climate effort. 

Guldborgsund Municipality's Climate Plan gives an overview of the greenhouse gas emissions and involves all sectors and stakeholders. This overview of emissions and possible means to emission reduction gives the Municipality of Guldborgsund a sound starting point to determine goals and strategy for the climate work. 

Process description
The Climate Planning work has four different phases which contain some of the following elements:

  1. Mapping of the greenhouse gas emissions in the geographical area of the Municipality of Guldborgsund divided in sectors (house holdings, the public sector, retail, industry, agriculture) and sources (electricity, heating, process energy, transportation, livestock and waste)
  2. Scenario analysis in which the effect of different means is compared with the identified baseline scenario
  3. Determination of goal and strategy
  4. Action plans for greenhouse gas reduction in the municipality 

Project status
The mapping is finalised within the end of June 2009. Means, goal and strategy and action plans will be processed hereafter and the documentation will be available in September 2009. The final Climate Plan is put to the vote in December 2009. 

The preliminary figures in the mapping shows that the Municipality of Guldborgsund already has a good result in the matter of reducing the green house gas emission. The average emission per citizen in the Municipality of Guldborgsund is approximately 24% lower than the average emission of a Danish citizen. This is primarily due to a very low CO2-emission related to the heating system as the municipality not is supplied with natural gas. Biomass is therefore extensively used at the local district heating utilities. The transport sector and the house holdings are responsible for the main share of the emission with 48% and 30% respectively.
