Highlights from Climate Plan: Institutions of the Future Occupy Passive Houses

The Municipality of Albertslund owns 120 buildings with an area of around 217,000 m2 distributed on schools, institutions, cultural and sports facilities, nursing homes and administrative premises. Most buildings were built in the period 1965-1980, when Albertslund was expanding and industrial building took off. Experiments were carried out with mass production of element building and new types of construction.

Project description
It is our ambition that municipal buildings set the standard for how to create optimal frames for visionary learning environments and healthy places for leisure and work in the absolute front concerning environment and energy through architecture of high standard.

Therefore, the Municipality of Albertslund in the period 2009-2010 will construct three new day-care institutions. This project is a part of an overall plan for children's institutions in view of phasing out a number of buildings at the end of their useful life in terms of function and environmental aspects. The three new institutions will replace six existing institutions.

The objective is to integrate function, architecture and environment into three buildings in the absolute front concerning energy and environmental sustainability in parallel to giving children and educators new and exiting surroundings.

Process and results
In perfect line with requirements for building of passive houses, the proposal comprises a number of passive energy measures.

The location of the houses in relation to the sun and disposal of window surfaces ensure the best possible utilisation of passive solar heating in winter. And the use of heavy construction elements combined with a compact building mass ensures a high degree of temperature accumulation, which can be utilised to heat the building in winter and cool it in summer.

Optimal heat recovery of ventilation air combined with highly insulated windows and a very high degree of insulation of the climate shield ensures that the buildings will be without any use of traditional heating sources such as radiators or floor heating. In the institution in the Northern district, the heat supply will be supplemented by pre-heated air injection from underground channels below the building.

The institutions in the Southern and Central districts will be established with solar collectors for heating of supply water. The institution in Albertslund North will be established with a solar collector facility of sufficient volume to cover the need for heating of supply water and heat supply for the ventilation facility.

The use of high-frequency light sources is minimised and energy-saving lighting will be fitted wherever possible in cooperation with the users. Furthermore, it is important that the stand by consumption of the buildings is minimised, among others by turning off installations centrally when they are not in use. We seek to establish easy solutions inviting to good, energy-correct behaviour among staff and users.

Three new institutions as passive houses
Three new institutions will replace six existing institutions at the end of their functional and environmental life. The six institutions account for CO2 emissions of 117 tonnes annually. The three passive house institutions, by contrast, only account for CO2 emissions of 53 tonnes. This corresponds to CO2 savings of 54%. 

Financing
The budget amounts to DKK 61 million (EUR 8.2 million) for construction of three institutions of each 1,050 gross m2 on plots of around 5,000 m2.

Display
The first sod for the new institutions will be turned in September 2009 and the first children can start in the Municipality of Albertslund's first passive house institution in December 2010.
