In 2007, the City of Aalborg issued its Vision 2100 stating the goal for the sewage system's contribution to a cleaner water environment independent of climate changes and other impacts from the outside.
Project description
The basis is a change of the existing sewage system so that rainwater and waste water are separated and treated according to the device: Centralised waste water management, decentralised rainwater drainage. Acknowledging the fact that external impacts (rain, urban expansion, increased density) are all unpredictable and uncontrollable, there is a need to establish new rules for payment and drainage of rainwater to the public sewer. The purpose of this project is to set up rules based on the desired goal that the sewage system should be able to transport both waste water and rainwater from the consumer to the end recipient without an undesirable effect on the surrounding environment. The project is called: "Climate changes – consequences for the sewage system".
Process
The problem became apparent during the preparation of Vision 2100. Subsequently, various elements have been discussed in the project such as communication of the message to the industry with a view to incorporating all the relevant feedback, and contacting of stakeholder groups, suppliers and authorities to investigate the feasibility of project implementation. Communication also involves reporting of project results. The first two phases have been completed. Reporting is in progress and according to the plan it should be completed during the autumn of 2009.
Financing
The Danish Water and Waste Water Association, DANVA (Research and Analysis) has contributed DKK 300,000 to the project. In addition, part of the project is financed through contributions from partners. The natural next steps of the project, including establishment of a new sewage system with delay systems or reservoirs, fascines and/or seepage systems, are not included in the budget of this project.
Status and result
The project is about to embark on the reporting phase. Preliminary testing of the sewage industry's reaction to the basic concept has been made in various forums. The concept has been communicated at theme days and conferences and has received positive feedback. Stakeholder groups such as the sewage and construction authority, suppliers, contractors and the house owners' association have been contacted and informed of the content of the project. It has also been checked that the fundamental ideas behind the project are in accordance with the climate strategies of both DANVA and LGDK.
Demonstration
No pilot systems have been established and therefore the concept cannot be demonstrated. The intention of the project is to create a framework for possible connection of the system to private houses and public installations and not to design the system. This will be a natural consequence of the project and the plan is at a later stage to take contact with suppliers who will be able to design a prefabricated delay tank for private house owners and road departments.
