Albertslund Municipality – Denmark's Climate Laboratory

The municipality of Albertslund, which is the first municipality with an environmental certification, has for years been involved in environmental and climate issues. One of the results is that the CO2 emission from households in the municipality has been reduced by almost 50% since 1986. Furthermore, a targeted effort is being made to reduce CO2 emission in the municipality by 25% in 2015 compared to the level in 2006.

Project description
For the reasons mentioned above, the municipality of Albertslund has prepared a climate action plan to ensure that climate, sustainability and renewable energy become an integrated part of the development of the municipality. This requires a coherent effort, and the climate action plan therefore comprises:

  • Municipal activities

  • Housing

  • Trade and industry

  • Transport

As regards municipal activities, integration of the principle of sustainability, functionality and architecture are key words. Consequently, three new day care institutions are being built in the municipality which are all in the forefront in terms of sustainability within energy and environment. The three institutions will be built as passive houses which means that heating of the rooms will require less than 15 kWh/sqm.

As regards housing it should be an attractive proposition to renovate the municipality in terms of energy. In Albertslund Syd, 6,000 residents and 2,200 homes have been involved in the largest housing renovation project in Denmark. The project focuses on ensuring low energy consumption in future.

The municipality of Albertslund wants to facilitate environmental efforts for the trade and industry by making it easy and attractive to work with energy-savings in the local companies. For this purpose, environmental professionals in the municipality have a continuous dialogue with the companies both regarding regulatory requirements and voluntary environmental efforts. Through a number of activities the municipality wants to inspire the companies to work actively with the climate challenge and they are offered sparring and tools to succeed.

The municipality has also prepared a strategy for transport by bicycle and bus to reduce CO2 emission and to create safe and efficient means of transport in the municipality.

Process
The initiatives in the climate action plan should make the municipality of Albertslund a full-scale laboratory for energy-effective solutions with an architectural profile. However, this requires close cooperation in the administration of the municipality in addition to collaboration with and involvement of citizens, companies, research environments, etc.

Status and results
The climate action plan is being prepared and will be adopted in the beginning of 2009.

Financing
In addition to the financing made by the municipality, applications for funds have been submitted to EUDP (the Danish Energy Technological Development and Demonstration Programme) and the European Concerto programme.
