Climate Plan in Albertslund – Holistic Plan for Climate and Urban Development

Despite a decrease by 47% in 2006 in the local CO2 emissions, a number of issues put climate in political focus in 2006 in the Municipality of Albertslund.

First, the consumption of electricity and heating as well as CO2 emissions showed an upward trend, making it difficult to attain our CO2 objectives.

Second, the climate debate suddenly became a hot topic further to reports from the UN climate panel, and it became widely recognised that the climate changes of the earth were to be taken seriously. CO2 became an issue for everyone to care about.

Third, Albertslund was facing serious urban challenges. Extensive renovation of the residential district of Albertslund South had just started and put focus on design of energy-efficient housing of the future.

Against this background, the Municipality of Albertslund adopted a climate strategy in 2007. The climate strategy took on a number of focal topics regarding modernisation of the city, energy-friendly renovation, and profiling of climate efforts.

Now, a general Climate Plan for the period of 2009 to 2015 describes how the Municipality of Albertslund intends to approach the topics of the climate strategy through a number of defined areas for effort and concrete objectives for CO2 reduction.

Project description
Climate Plan 2009-2015 is a holistic plan for reduction of the city's CO2 emissions. Through intensive local efforts, the Climate Plan is intended to address the climate problem and develop Albertslund into a sustainable city. The Climate Plan should enable the entire municipality to act efficiently and with focus on the climate challenge. The Plan therefore contains concrete quantifiable activities and other activities liable to develop the entire field of energy-savings and CO2 reduction.

The Climate Plan has three overall objectives:

  • To launch activities reducing CO2 emissions in the entire municipality in relation to the climate objectives

  • To formulate visions for future areas for effort and visualise key climate challenges

  • To support developments towards Albertslund as a sustainable city

 Climate Plan CO2 targets:

  • A reduction in 2015 of 25% compared with 2006. This corresponds to a reduction of 52,000 tonnes of CO2

 Climate Plan areas for effort and concrete CO2 targets:

  • Local authority – activities reducing the city's CO2 emissions by 5,000 tonnes of CO2

  • Housing  activities reducing the city's CO2 emissions by 18,000 tonnes of CO2

  • Business community – activities reducing the city's CO2 emissions by 21,000 tonnes of CO2

  • Transport activities reducing the city's CO2 emissions by 8,000 tonnes of CO2

Financing
A number of cooperation initiatives and projects contribute to financing the activities of the Climate Plan. These are, for example, projects promoting the development of new concepts and CO2 reduction technologies supported through EU or national schemes. Based on the municipality's long-standing efforts within environmental certification, energy labelling, energy guidance, and local anchorage the municipal organisation is geared to put focus on CO2 reductions, both within planning, operation, and authority assignments as well as in new crosscutting development projects.
